This seminar explores how the proliferation and transformation of actors and international organizations reshape our understanding of global governance and cooperation. Which actors drive organizational change, and with what objectives? Do patterns vary across policy domains or regions? How does the return of power politics affect international cooperation? And where is international cooperation eroding, even as it deepens elsewhere? We address these questions through a critical engagement with both theoretical and empirical scholarship.
